
Judge J. Kent Adams
Judge Adams was appointed by Harris County Commissioners Court on March 1, 2001 as the presiding judge of Harris County Justice of the Peace Court, Precinct Four, Position One - Houston. Elected to the Justice of the Peace Court, Precinct Four, Position One to complete an un-expired term ending December 31, 2004. He was re-elected for a four-year term in March 2004. Truancy Leads to Crime The Northwest Houston Sunrise Rotary Club has been focusing on youth-related projects this year. Mike Marcon says, Our "Rotary Club has an intervention project under way involving the Boy Scouts of America and Harris County Precinct 4 Judge Kent Adams. Young males who have committed nonviolent crimes, are offered alternatives to normal sentencing, and given the option to join Boy Scouts. We give money to the Scouts to help pay for the boys to join, provide them with uniforms, allow them to go to camps. Whatever is needed so they can participate." Marcon said they also work closely with seven elementary schools in Spring, Klein and Cy-Fair to encourage attendance and good grades, reports the Houston Chronicle. If proof is in the pudding, Judge Adams' growingly outstanding record on juvenile adjudication, opting for several youth offender programs, which focuses on safe mentors for youths in court (less than 17) from his Justice of the Peace Court dockets is continuously being reviewed and updated. You see, apart of the Judge's preparation for his elected position includes the fact -- that Adams was driven from Telephone Road in Houston, as a youngster, to Kinkaid Private School - almost a 45 minute drive away. His parents understood the ultimate sacrifice and importance of a serious education, as his mother sacrificed the daily drive-time. Adams' father watched over his four sons and positioned his sons to be educationally advanced, as well. The key for Judge Adams success in life -- the judge's parents were involved.
Currently, Justice of the Peace Adams has 28 dockets with 10 dedicated to juvenile offenders. He spends 40% of his budget on 5% of his docket - the juveniles, while court parents are instructed to come-up to speed in a healthy participation with their children.
For children whose parents need to be more involved with their children, and after listening to the options for juveniles at risk, deferred disposition is the most valuable in avoiding a criminal future in various forms. Adams' SCOUTING program sounded most advantageous for both the youth (9-14 years) and their parents. This is a program for 1st time youth offenders of non-violent crimes. The Boy Scouts of America is a traditional means for "boys to be boys" with objectives of developing character, citizenship, and personal fitness by fostering safe mentors. Judge Adams received the BSA approval to implement his court program early on. At the very least, parents must drive their boys to scout meetings and camp-out, or be at risk along with their son for heavy fines. The burden is on the parents, as their male child is brought back into the normal range of behavior with boundaries.
The JP stresses that he is seeing almost as many girls as boys coming into his court. Where are the parents, or is it a fatherless home circumstance bringing so many children into the courts? Whether the mentors are scouting leaders, fireman, social services professionals, church leaders, nonprofits, and repented parents, it may take a village to raise a child.
